The Lucas County Dept. of Economic and Workforce Development, Workforce Investment Act (WIA) Services offers several programs:
Federal Bonding Program Information
The Federal Bonding Program may be right for your company if:
- You are planning to hire new employees
- You are willing to hire new employees who
- Are ex-offenders with a record of arrest, conviction or imprisonment, or have been on parole or probation, or have any kind of criminal record
- Are ex-addicts who have been rehabilitated through treatment for alcohol and/or drug abuse
- Have poor credit records, or have declared bankruptcy
- Have been dishonorably discharged from the military
- Lack a work history, and are from low-income families
- Need a bond in order to get a job (none of the above conditions apply)
- Are ex-offenders with a record of arrest, conviction or imprisonment, or have been on parole or probation, or have any kind of criminal record
- You are interested in getting a free $5,000 Bond for 6 months in order to ensure that you are protected financially if you hire one of the new employees listed above
- You have a current employee who is not bondable under your insurance, and need bonding in order to secure a promotion to a job that requires bonding, or to prevent layoff

On-the-Job and Customized Training Programs
WIA On-the Job (OJT) or Customized Training (CT) programs may be right for your company if:
- You are planning to hire new employees who will need on-the-job training to learn their jobs
- You are willing to receive employee referrals from our pool of qualified employees
- You have existing employees who could be promoted or have their pay increased as a result of additional training
- You would like to save 50% on your OJT or CT costs
- You are willing to provide the employees a pay raise at the conclusion of the training
- Your are willing to provide the employees an additional pay raise after an additional 6 month period
- Your Labor Unions (if applicable) are willing to cooperate in the process
How to get started:
- Contact the Lucas County Economic and Workforce Development Dept. to schedule an appointment
- Fill out an initial screening application
- Interview potential employees, and make your hiring decision
- Develop a training plan
Work Opportunity Tax Credit (WOTC)
The Work Opportunity Tax Credit may be right for your company if:
- You are planning to hire new employees
- You are willing to hire new employees who
- Have received Temporary Aid to Needy Families (TANF) for 9 out of the last 18 months
- Have received welfare benefits for for more than 18 months (also known as Welfare to Work)
- Are Veterans who have received Food Stamps for at least 3 consecutive months
- Are ex-felons who have a low family income
- Are disable people who have completed or is completing rehabilitative services by the Ohio Rehabilitation Services Commission or the U.S. Dept. of Veteran Affairs
- Are 18-24 years old, and are members of families that have received Food Stamps for at least 6 months
- Have received Supplemental Security Income benefits for any month during the last 60 days
- Have received Temporary Aid to Needy Families (TANF) for 9 out of the last 18 months
These tax credits include:
- Up to $2,400 for each new hire
- 40% of the qualified first-year wages for those employed 400 or more hours in the year ($6,000 maximum)
- 25% of the qualified first-year wages for those employed at least 120 hours in the year ($6,000 maximum)
- For long-term Welfare recipients (Welfare to Work), $3,500 for the first year and $5,000 for the second year of employment
- For Welfare to work, 35% of the qualified first-year wages for those employed 400 or more hours ($10,000 maximum)
